1. Site Material Coordinator Field Facilities (CP-A161)

RESPONSIBILITY AND DUTIES:
• Site infrastructure/logistics in host country:

  1. Receiving, warehousing and issuance of material
  2. Sequencing of Spare Parts – Commissioning and 2 year Operating
  3. Work jointly with Construction to oversee materials requirements at site

• Materials management:

  1. Administration and supervision of the Contractor’s Materials Management Plan and Warehousing Plan
  2. Manage distribution of the materials and equipment as required
  3. Project material and equipment delivery at site – interface with the Jakarta home office team
  4. Apply project specifications for equipment and material preservation, packing and handling
  5. Oversee Contractor’s material tracking “in transit” through receipt at job site
  6. Confirm custom clearance dates and inland transportation plan dates
  7. Monitor Contractor’s Long Lead Equipment and Spare Parts Transportation Plan
  8. Interface with the Construction team at site on all materials / equipment issues

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • 5 years of Materials Management (at site) and Logistics experience with a project of similar size and scale
  • Intermediate to Expert Equipment and Materials Logistics Skills including Contracts, Customs, Traffic, and Expediting
  • Strong analytical, leadership, negotiation and communication skills
  • Hands on experience with computerized materials management and tracking system
  • College / University Education or equivalent
  • Must be a self-starter and able to work in a virtual organization
  • Good interpersonal and communication skills in English and Bahasa Indonesia. The ability to speak Javanese is an additionally desirable attribute.
  •  Ability to oversee and monitor EPC Contractor logistics activities including track/monitor key equipment and material movements

2. Lead Inspector / Quality Coordinator (CP-A162)

RESPONSIBILITY AND DUTIES:

  • Ensures that construction is carried out in strict compliance with requirements of the Project Specifications
  • Verifies that the Contractor, sub-contractors and supplier’s quality management systems, plans, procedures and processes meet or exceed contractual agreements.
  • Ensure establishment and proper implementation of adequate control processes within the site Project Team (PT), as stipulated in the Project Plan and the Project Quality Plan.
  • Provide expertise to assist the project team in resolving quality assurance/control-related issues
  • Monitor and evaluate contractor and project team management processes: identify areas of systematic weakness and recommend corrective actions
  • Monitor and appraise quality control activities at vendor and fabrication site.
  • Co-ordinate, report and follow up assessments, including internal & external assessments, regulatory audits and independent project reviews.
  • Participate in kick-off meetings and advise contractors on quality assurance and management systems
  • Prepare and maintain designated management systems
  • Ensure that an effective document management system is established in accordance with the approved Information Management Plan
  • Advise and assist in the development and implementation of site document control system
  • Manage contracts for third party inspection services for site, arrange independent third party inspection of procured items, when required
  • Promote safety awareness and safe performance among project team members, including consultants and contractor personnel
  • Ensure that Contractor and its major sub-contractors have staffed quality organizations as required by the contract documents. Interview contractor’s key Site QA staff and monitor their performance.
  • Actively participate in non-conformances, corrective actions, site queries and management of change processes.
  • Obtain quality metrics from contractor, subcontractor and suppliers and provide them to management as per the Project Execution Plan and Project Quality Assurance Plan (PQAL).
  • Review metrics from PQAL, lead inspectors and Engineering team and identify and assist in resolution of issues
  • Provide weekly and monthly quality metrics and reports to responsible line management, PQM and Function, as required
  • Conduct weekly quality meetings with the contractor’s quality team.
  • Interface closely with Lead Inspectors with respect to:
    • Criticality Rating and assign applicable inspection surveillance levels if not addressed in contractor’s documents.
    • Schedule and coordination of inspection activities on site,
    • Site visits on a periodic basis to assess quality performance of contractor & sub-contractor.
    • Quality issues raised recording of all deficient work items
    • Findings during Design Verification Audits.
    • Site Quality training as required for site inspection personnel.
  • Ensure previous lessons learned are reviewed and that new lessons learned are identified
  • Liaise with procurement advisor /coordinator/service supervisor regarding equipment and material deliveries to site

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • Working knowledge of:
    • Quality Management systems and processes
    • International Quality Standards and codes
    • Auditing of Quality Systems
    • Procurement and expediting practices
    • Engineering and design verification processes
    • Development of Quality Plans
    • Process systems and fabrication/installation/hook-up and commissioning

  • College/University degree and/or technical diploma
  • 5-10 years Quality Assurance and Quality control experience.

  • Demonstrated ability to manage quality teams, work in a project environment, and be a team player
  • Demonstrate acceptable interpersonal skills
  • Demonstrated willingness to work in stressful situations and during atypical and/or extended work hours.
  • Read, write and speak fluent English, especially as required to function effectively within a project team and to communicate with contractors and sub-contractors.
  • Worldwide experience with contractors, in particular those involved in the construction of off-shore facilities,

3. Construction –Mechanical Technical Foreman (CP-A163)

RESPONSIBILITY AND DUTIES:

  • Reports to Construction Lead and will assist him in executing his responsibilities and act in his behalf during his absence.
  • Champion on-site safety awareness and safe performance with contractor and among Project Team members
  • Supports site team for all mechanical construction activities and is the project field contact with the contractor’s construction site organization.
  • Monitor contractor’s construction activities and provide advice as necessary to ensure they meet job specifications within budget and schedule and that they comply with operating unit safety rules and procedures.
  • Provide surveillance and report status of construction work in the specific discipline for conformance with engineering drawings, design specifications, safe work practices, and applicable codes
  • Review and assist contractor’s construction planning, procurement, and scheduling activities as needed
  • Coordinate daily work direction with discipline inspectors as needed
  • Ensure inspection records are in compliance with mechanical completion, system completion, and turnover procedures
  • Assist contractor in implementation of permit to work system
  • Review the following relating to acquiring equipment: ROS dates, expediting plans, transportation plans to and within site; receipt inspection procedures (POs, Specifications, Drawings [Nozzle positions, bolting patterns]), proper off-loading equipment, warehousing, preservation and storage.
  • Ensure that equipment is set in place properly: timing vs. placement options (lifting, skidding/sliding) [Sequence of Work], equipment needs for setting
  • Ensure equipment is properly fixed in place (anchor): foundations and embeds, leveling (bolts & shims), bolting, welding or grouting
  • Ensure attachments are properly installed: connect piping , instrumentation and electrical, sequence of work, structural supports
  • Ensure equipment is properly aligned: specialty personnel as needed (millwright, vendor reps), timing of alignments – (example- without connections then with connections)
  • Assessment of equipment installation: quality checks, punch list, pre-start up safety checks
  • Ensure constructability of piping: correct materials, proper joining methods, no clashes
  • Monitor procurement activities: understand and track ROS dates, ensure proper transportation and expediting to site, review receipt inspection and certification reports, ensure proper off-loading equipment, ensure proper storage and staging of piping, ensure proper tracking and issuing spools, monitor the Positive Material Identification program.
  • Monitor and influence construction activities: ensure personnel and procedures are qualified, evaluate methods for setting pipe (above ground, buried, plant, pipeline), track spools, review sequence of work (piping vs. other disciplines; small bore vs. large bore), ensure proper structural supports, minimize rework
  • Support quality checks: integrity testing, punch list, pre-start up safety checks
  • Support Completions: drive transition from area basis to system basis, review construction completion checklists
  • Support facility start up activities as needed

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES :

  • High School education.
  • Good experience with piping system and mechanical engineering
  • Good written and verbal communication skills with the ability to communicate at all levels from management to field labor.
  • Good technical and supervisory skills.
  • Minimum of ten (10) years broad experience in all project phases, i.e. engineering, procurement and construction, would have at least five (5) years specific involvement in major process facilities.

4. Civil / Structural Inspector – Infrastructure Facilities (CP-A164)

RESPONSIBILITY AND DUTIES:

  • Oversee inspection of structural activities conducted at contractors and sub-contractors facilities.
  • Coordinate with other structural.
  • Review original material certificates for compliance to codes and specifications
  • Ensure testing, measuring, welding, and NDE equipment is fully calibrated and has current certification
  • Ensure storage and use of welding consumables is per manufacture’s recommendations and full certification
  • Review Contractor’s field inspection and test reports
  • Verify fabrication fit-up, alignment, and dimensional tolerances
  • Review welder qualifications certifications, and attend welder qualification
  • Verify Contractor, Subcontractor Quality management systems, plans, procedures, and processes are in place.
  • Implement project Construction Surveillance Program

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  •  Working Knowledge of:
    • Piping and pressure vessel codes and quality standards (E.g. AWS D1.1, CSA B51, ASME Section III, ASME B31.3, and ISO 9001)
    • Piping fabrication methods
    • Welding processes and NDE techniques including evaluation methods
    • Piping, Isometrics and shop Drawings
  • Trained to authorize work permits (e.g. hot work, confined space, etc.)
  • Good oral and written English language skills
  • Well versed in safe work practices
  • Demonstrated ability to communicate in multiple languages
  • Minimum fifteen (15) years experience in inspection of piping systems on major onshore construction projects.
  • Skills and experience in the development of commissioning and start-up budget,.
  • Skills and experience in the development of manpower and vendor support mobilization/demobilization plan and schedules, and the development of lists of required commissioning and start-up spares, consumables, first-fills, special tools, temporary equipment, etc.

Qualifications:

  • Bachelor degree in a related field is preferable and is a plus
  • Certificates in planning and budgeting from recognized institutions are preferable

 

Skills:

  • Advance skill in project planning with Primavera and MS Project is a must
  • Advance skill in the computer application software required in the project (Word, PowerPoint, Excel, etc.) is a must
  • Advance skills in project estimating and budgeting is a must

5. E&I Construction Tech Foreman – Field Facilities (CP-A165)

RESPONSIBILITY AND DUTIES:

  • monitor construction and fabrication of E&I activities conducted at Contractors / Sub-Contractors facilities and in the field
  • Participate in receiving inspection of E&I items at site and monitor the preservation program for the same until hand over
  • Promote safety awareness and safe performance among project team members, including consultants and contractor personnel
  • Support Construction Site Manager in monitoring and appraising the contractor’s performance for safety, quality, cost, and schedule; ensure that appropriate corrective actions are taken when needed
  • Verify physical progress
  • Monitor mechanical acceptance and start-up activities between operating unit and contractor
  • Assist PMT in meeting OIMS expectations as required, especially OIMS Element 2 (Risk Assessment), OIMS Element 3 (Facility Design & Construction), OIMS Element 9 (Incident Investigation) and OIMS Element 10 (Community Awareness)
  • Review or assist in reviewing E&I QC documents such as QA plans and pre-commissioning procedures
  • Jointly develop E&I inspection check lists or review the check lists generated by the Contractor for compliance to project requirements
  • Ensure quality processes are followed for instrument calibration at contractor facilities and / or in the field for permanent project materials and temporary test instruments / equipments used in E&I construction works
  • Co-ordinate with Contractor and Quality on cable tray routing and installation inspection
  • Monitor construction of electrical and instrumentation facilities and ensure they are completed as per approved engineering documentation and project specifications.
  • Witness installation of E&I control panels (both local and inside the control rooms)
  • Monitor and witness continuity and meggering inspection works for cables
  • Monitor cable laying works in trenches, through ducts and on cable trays
  • Monitor loop checks and review records for the same in accordance with technical requirements
  • Monitor construction and installation and testing of instrument tubing works
  • Review Contractor’s field inspection and test reports and ensure that inspections are carried out as per approved ITP requirements
  • Assist and co-ordinate with other disciplines on electrical motors installation and alignments
  • Interface, participate or co-ordinate in E&I pre-commissioning activities as required
  • Preparation of punch lists
  • Verify Contractor / Subcontractor Quality management systems, plans, procedures, and processes are in place. Implement project Construction Surveillance Program.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • Minimum ten (10) year’s experience in inspection of E&I works on major onshore construction projects out of which at least 3 years experience senior E&I construction position
  • Experienced in witnessing SAT (Site Acceptance Tests) and FAT (Factory Acceptance Tests) of Electrical & Instrument control systems
  • Exposure to DCS instrumentation works and commissioning of the same
  • Thorough knowledge on International standards on E&I like IEC etc.
  • Knowledge on applicable Indonesian MIGAS regulations for E&I works is preferred
  • Well versed in safe work practices
  • Computer literate with experience in using MS Office suite for preparing reports and maintaining data base

6. Structural Inspector – Tower (CP-A166)

RESPONSIBILITY AND DUTIES:

7. SHE&S Safety Lead (CP-A167)

RESPONSIBILITY AND DUTIES:

  • Promote safety awareness and safe performance among project team members, including consultants and contractor personnel
  • Conduct regular safety inspections / assessments on-site and at key off-site subcontractor locations in accordance with established project and site safety plans or as requested by site team members
  • Identify and work to eliminate hazards, unsafe conditions, and unsafe acts; work with company, contractor, and subcontractor management toward achieving an injury-free work place
  • Keep site management apprised of significant safety issues, safety alerts and plans / progress towards resolving issues and eliminating hazards
  • Advise site team of safety initiatives, issues, challenges, and incident investigations / follow-up
  • Communicate safety initiatives, achievements, experiences, and issues from other sites and projects with site team members and contractor / subcontractor safety advisors / management
  • Participate in investigation and follow-up of incidents / accidents; prepare notifications / reports for communication of significant incidents to company project / functional management per project incident reporting procedures and matrix
  • Coach and advise contractor / subcontractor safety professionals / management in incident investigation documentation, reporting, and follow-up, including root cause analysis and case management
  • Monitor work processes to ensure compliance with the site work permit system and area / system responsibilities

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • 10+ years in Construction Safety-related positions, around 6 years in Offshore, recent experience in Ofshore
  • Good computer skills including Lotus Notes, Microsoft Excel, Microsoft Word and Microsoft PowerPoint

 

8. Project Controls Engineer- Field Facilities (CP-A168)

RESPONSIBILITY AND DUTIES:

  • Provide stewardship for Functional Support and monthly reporting.
  • Review and monitor the Contractor’s performance in the areas of cost estimating, scheduling and project control and provide input as necessary to make certain the Company’s objectives are achieved.
  • Provide timely review of cost and schedule impact of changes, modifications or alternatives by keeping abreast of engineering, procurement and construction activities and maintain project trend and change order logs.
  • Prepare all required cost and schedule reports and provide project cost input into the Project Monthly Report.
  • Prepare cost forecasts to ensure budget requirements are within project expectations and keep management aware of potential budget problems as early as possible
  • Review the contractor’s procedures for estimating, scheduling and project controls and modify as necessary to meet the Company’s needs.
  • Assist in the preparation and review of EPC projects cost estimates and schedules and reconciliation’s utilizing the Contractor’s systems and personnel as required.
  • Assist in the preparation of commercial terms and other documentations for the EPC bid packages.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • Bachelor of Science in Engineering or Accounting.
  • Good written and verbal communications skills.
  • Good technical/business team skills, ability to work with others.
  • Minimum of ten (10) years of broad experience in the areas of cost estimating, scheduling and project control and have at least five (5) years specific involvement in projects for major process facilities.
  • Experience with Contractors and worldwide suppliers, in particular those involved in the construction of major onshore facilities.
  • Experience with project control software programs such as Primavera, Excel, Word, etc.

9. Civil Geotechnical Inspector – Infrastructure Facilities (CP-A169)

RESPONSIBILITY AND DUTIES:

  • Site supervision of ground investigation fieldworks contracts ensuring compliance with specification and common practice.
  • Inspect geotechnical instrumentation design and installation.
  • Site supervision of pile installation works including pile loading and integrity testing.
  • Evaluating recommended countermeasures for low strength soils in conctact with structural foundations.
  • Verify proper dam foundation slope stabilization and structures, including soil blending of native and borrow materials.
  • Site supervision of installation of of river water intake.
  • Supervision of earthworks placement and verification testing.
  • Verification dam contruction procedures are followed

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • Working Knowledge of:
    • Soil Mechanics field tesing methods, including determining Vane Shear Strengths in cohesive soils using ASTM D 2573 method and Cone Penetration Test per ASTM D3441.
    • Testing of swelling and dispersive soils (E.g. Emerson class number, double hydrometer or Pinhold).
    • Rules and Regulations for Dam Safety and Dam Construction in Indonesia.
    • Seepage Analysis and Control for Dams (E.g. U.S. Army Corps of Engineers EM 110-2-1901)
  • Degree in Civil/Geotechnical/Geological Engineering. 15 years of relevant experience.
  • Proven design investigation and analysis of geotechnical civil engineering.
  • Well versed in safe work practices.
  • Demonstrated ability to communicate in multiple languages
  • Computer literate with experience in using MS Office suite for preparing reports and maintaining data base
  • Thorough understanding of applicable project specifications
  • Trained to authorize work permits (e.g. hot work, confined space, etc.)
  • Good oral and written English language skills

10. Document Controll (CP-A170)

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  • Senior High School Graduate with Tertiary Qualification, preferably in Information Technology/Systems
  • Minimum 3 years Document Control working experienceSignificant knowledge in the control of hard and electronic documents and information management systems (EDMS) and SAP
  • Strong written and verbal communication skills, in both English & Bahasa Indonesia with the ability to communicate at all organizational levels
